Kinneret is a partner and the head of Administrative Law and the Local Authorities departments of the Firm.

Kineret graduated with an LL.B (honors) from the Faculty of Law at Bar-Ilan University in 1994 and became a licensed attorney since 1995.

She graduated with an LL.M. (honors) from the University of Haifa, in the area of Administrative Civil Law, in 2015.

She is a graduate of the Israel Bar Association’s mediation course and is a certified mediator.

Kinneret has decades of experience as a legal advisor to local authorities and their corporations. She specializes in providing legal support and advice to local authorities and municipal corporations and has extensive experience in areas such as drafting tenders and providing legal support to the tenders committee, managing legal proceedings in the field of tenders, drafting complex agreements including agreements with government ministries, municipal taxation (property tax and levies), labor law, and collective agreements unique to local (municipal) government. She provides ongoing advice to various departments of local authorities, drafts by-laws and work procedures, supports the authority in dealings with various government ministries, manages civil lawsuits, administrative petitions, and representation in class actions.

Kinneret specializes in planning and construction law, providing ongoing advice to planning institutions, preparing complex opinions, and representing clients in legal proceedings in this area, including appeals and petitions to the courts.

Kinneret is also specialized in municipal criminal law, including filing indictments for planning and construction offenses, business licensing, by-law violations, and other municipal laws. Having led the municipal prosecution, Kinneret has significant experience in representing cases of this nature, including demolition proceedings without convictions, administrative orders, and judicial demolition orders.
