Caesar is a partner and manages the Firm’s real estate practice area.

Caesar is a graduate of the Faculty of Law of the University of Haifa and became licensed as an attorney in 2003.

Caesar specializes in the area of land law and handles various types of real estate transactions.

Cesar handles residential and commercial construction projects, representing developers in engagements with buyers, contractors and consultants. Caesar also handles parcelization processes, condominium registration, registration of rights at the land registry, the Israel Land Authority, and other types of public records.

Caesar handles urban renewal and TAMA 38 transactions from the initial stage of contractual engagement between developers and rights holders, through planning and execution of the project until occupancy and register of rights.

Cesar has extensive experience and unique expertise in receivership and execution proceedings, dissolution of companies, dissolution of cooperative societies, conducting legal proceedings and collection proceedings including disposal of land assets under the Income Tax Ordinance.
